Format this checkout the way its declared gates of kind `format` read it. A web product, whose `format` gate is `stado web quality`, is refused: that gate runs the product's own scripts and names no formatter

Refusals
- Before dispatch, Stado refuses a missing required token shown in the invocation, an unknown option, or a value outside a listed value set; argument-usage failures exit with code 2.
